It may represent:

repetitive labour without spiritual fulfilment;

the soul forgetting its divine origin;
the personality serving fear, desire, or worldly ambition;
spiritual energy being used for the wrong master.

The Israelites are forced to build for Pharaoh. Spiritually, this suggests that consciousness is being used to strengthen the very structures that imprison it.
