The 9 flames also connect the card with the 9 of wands (Strength) which is an implied quality for Victory.

On p.181 Crowley states that due to the excessive energy in the 5 the 6 of wands is not as stable as it might have been and the harmony of the card is brought about by it being in Tiphareth on the middle pillar. When we leave the 6 we get the instability back in the 7 of wands. But can this not be said for all the suits ?
